First check the resistor R1 1.5 Ohm.
Then on datasheet u should check basic voltage 5v / 3,3 v / 1,8 v on the pin of the controller.
Datasheet need to search. I have no for this controller.

I believe PS2251-33 pin-out (http://www.flashboot.ru/Files-file-400.html) will do for 2251-50 too. Check that main 5V supplying pin with your DMM:

Hi there. You don't need books here :) That resistor had 1.5Ohm value before it had burnt (7kOhm now, right?) And 1.5 it's almost "zero" resistance. So you can short R1' terminals with a thin wire, and then plug in the flash into USB port.
p.s. For a quick test such solution will do, but for a long term operation you have to solder in there a real 1-2Ohm SMD(surface mount device) resistor.
